In December 2006, representatives from USDA-Forest Service (USFS), USDA-Natural Resources Conservation Service (NRCS) and the National Association of State Foresters (NASF) representing state forestry agency executives gathered at the first Joint Leadership Meeting to discuss ways the three agencies/organizations could collaborate more effectively to address resource concerns on working lands.. By June 2007, the National Association of Conservation Districts (NACD) had joined the partnership and the Joint Forestry Team (JFT) was created.. The Team's 12 members, three from each of the four agencies/organizations, were tasked with recommending ways they could work together more effectively to provide forestry and related conservation assistance to the owners of working farms, forests and ranches.. The team was chartered in November 2007 and charged with operating through December 2009.. In September 2009 executives of the four member organizations met to re-charter the JFT for additional five years to maintain the momentum being made.. JFT Mission.. Team Members.. Tom Crowe.. , Forest Resource Policy Group Member, Indiana  ...   JFT surveyed their organizations and found that there are five barriers to the delivery of forestry-related assistance:.. insufficient technical expertise;.. lack of integration of planning and other administrative issues;.. funding is inadequate and inconsistent;.. the parties speak different languages; and.. forestry is not a priority for many State Technical Committees.. These five barriers then became the focal points for the development of a memorandum of understanding (MOU).. In October 2008, an MOU was signed by executives of the agencies and organizations.. State-Level Partnerships.. These are recently approved state-level MOUs, cooperative/contribution agreements and related documents that include at least two of the national joint forestry MOU partners (i.. e.. , state forestry agencies, conservation districts, NRCS, USFS).. Alabama Joint Forestry.. Alabama Joint Forestry Memorandum of Understanding.. - The Alabama Forestry Commission, Alabama Association of Conservation Districts, the Alabama Soil and Water Conservation Committee and NRCS signed an MOU in March 2009, that will provide more coordinated services to the state’s forest landowners.. The MOU is modeled after the national joint forestry MOU.. Below are just a few examples of award-winning projects from the last three years.. We want this list of success stories to grow.. If you have a successful partnership you’d like to feature here,.. to submit your story.. Two Chiefs' Award Winners.. Cheri Ford, U.. Forest Service, Arapaho Roosevelt National Forests and Pawnee National Grassland.. Cheri was the 2010 Two Chiefs’ Individual Award Winner.. She has been vital in moving three Regional/National initiatives forward in the past year.. She has also facilitated and coordinated data collection on seven National Forests.. Cheri has led the development of several statewide Memorandums of Understanding.. West Virginia Forest Stewardship Partnership.. This group was one of the 2010 Two Chiefs’ Group Award Winners.. The several agencies that compose this group collaborated to help mange vegetation and soil resources across land ownership boundaries.. The WV forestry community has grown through the accomplishments and efforts of this partnership.. Alabama Natural Resource Council.. The partnership has implemented a Memorandum of Understanding which has become a template for the national Joint Forestry Team MOU efforts.. They have also worked together to structure a cost-share program to support important conservation efforts.. Biomass Utilization Restoration Network for the Upper Peninsula of Michigan.. This group was the 2008 Two Chiefs’ Award Winner.. Numerous partners are working jointly on a multi-faceted woody biomass utilization project for Michigan’s Upper Peninsula (UP).. The project is promoting opportunities in the UP to facilitate the development of an active and commercially viable woody biomass industry.. Utah Partners for Conservation and Development.. This group was the 2007 Two Chief’s Award Winner.. Utah Partners for Conservation and Development (UtahPCD) is a statewide partnership composed of leaders from state and federal agencies, academia, and non-governmental organizations.. UtahPCD identifies common watershed issues and works through local teams to find consensus driven solutions for conservation and economic growth.. California Forest Health and Fire Protection Collaboration.. This group was a 2006 Two Chiefs’ Award Winner.. USFS, NRCS, California Department of Forestry and Fire Protection and San Bernardino, Riverside and San Diego counties have collaborated in a highly effective partnership across ownership lines to seamlessly ensure forest health and fuel treatments are placed in the most critical community protection and evacuation route sites..
