Cindy Montz began her career in emergency management in 1991 with the Louisiana Office of Emergency Preparedness, now the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP).. She was the Senior Planner for her last seven years with GOHSEP.. In that capacity, Ms.. Montz was responsible for developing and updating state and regional plans.. She was appointed as liaison to the Louisiana Mass Fatalities Task Force, the Louisiana Voluntary Organizations Active in Disasters, and served as the State Community Relations Coordinator in federally declared disasters.. She led the first animal in disasters planning team and was instrumental in the creation of the Louisiana Urban Search and Rescue Commission.. Cindy has responded to over twenty-one (21) federally declared disasters and numerous emergencies.. She has completed FEMA’s Professional Development Series and obtained her Louisiana Emergency Manager certification in 2004, which was conferred upon her by the Louisiana Emergency Preparedness Association.. Ms.. Montz was employed by the Louisiana Department of Transportation and Development (DOTD) in February of 2006 to organize a comprehensive emergency preparedness program within the Department.. DOTD has responsibility for two Emergency Support Functions under the State Emergency Operations Plan; ESF-1 Transportation and ESF-3 Public Works and Engineering.. The Department also supports eleven other ESF’s.. Cindy is a representative on the DHH CDC Advisory Committee.. She gained emergency field experience as part of a voluntary search and rescue dog team.. Her K-9 partner was retired after a severe leg injury.. Monier, Jr.. is a 17 year Emergency Management Professional having worked at the Parish, State, and Federal levels of government.. His emergency management career began in 1992 working as an original member of the Louisiana Delta Service Corps assigned to the Lafourche Parish Office of Emergency Preparedness.. While working with the Lafourche Parish Council he developed a community preparedness education campaign and assisted with Coastal Zone Management projects.. In 1994, he began a career with the Lafourche Parish Sheriff’s Office.. During his ten year career he worked his way through the ranks obtaining the rank of Lieutenant-Deputy Divisional Commander in 1998.. In addition to supervising the Support Services Division, he was responsible for all emergency management and homeland security projects within the Sheriff’s Office.. Richard Boudreaux has gone above the call of duty in his dedication to the field of Emergency Management in Louisiana.. As the Fire Chief of West Baton Rouge Fire Sub-District Three in Port Allen, he realized that after Hurricanes Katrina and Rita that there were many issues in the state when it came to local governments helping other local governments as the result of the crisis.. He took those lessons learned by the Louisiana Fire Service during the 2005 Hurricanes, with the assistance of the International Association of Fire Chiefs, to work toward a solution to the problems identified.. Rick took a lead role in forming the In-state Fire Mutual Aid Assistance Plan which was approved by FEMA.. He then worked on the Legislation that established Intrastate Mutual Aid Compact (IMAC) for all disciplines.. He also worked with GOHSEP Staff to write the IMAC rules that were published in the State Legislature that established the framework for In-State Mutual Aid.. These contributions will allow all local governmental entities in Louisiana to have more resources at their disposal when the need arises.. It will also ensure that when a disaster is over that local governments are able to be reimbursed more quickly by following the process to request in state mutual aid.. In addition to the contributions that rick has made in Louisiana, he has also been active on a national level.. He has served on the International Association of Fire Chiefs Emergency Management Committee.. He has represented the Emergency Management Committee as a liaison to the Intrastate Mutual Aid System Technical Advisers.. In addition, he now serves as the International Director of the Southwestern Division of International Association of Fire Chiefs.. SKIP BREEDEN.. During the aftermath of the horrific and devastating tornadoes that struck Joplin, Missouri in May of 2011, Mr.. Skip Breeden came to Missouri on an EMAC assignment.. He was initially assigned to the Jefferson City State EOC.. After meeting with Skip and reviewing his qualifications, he was reassigned and appointed to serve as the State of Missouri Lead for Volunteer and Donations Management in the Joplin Disaster Operations Center.. HON.. GORDON A.. BURGESS.. Mr.. Burgess is currently serving his 8th term as the Parish President for Tangipahoa Parish Government.. He is and has always been dedicated to Emergency Management and Preparedness throughout his tenure.. In the aftermath of Hurricanes Katrina/Rita, Mr.. Burgess decided to go from a part-time Emergency Management Department to full-time.. He was instrumental in establishing a now fully functioning EOC for the Parish.. Burgess is dedicated to public education concerning emergency preparedness where he directs his staff to speak to Civic Groups, schools and town hall meetings.. Burgess is directly involved with the Administration of the Governor’s Office of Homeland Security.. NICOLE COURSEY.. Nicole intentionally takes students under her wing to include them in any way possible to learn Emergency Management.. She promotes LEPA to each and every one of them.. She is constantly a personal PIO for LEPA to the students at LSU.. She is an encourager to everyone she meets and brings life to those who are down.. These are great qualities to all who work in this field because the stress is high.. AMY DAWSON.. Amy presently serves as the Planning Branch Manager within the Preparedness Section of GOHSEP.. Amy began her emergency management career working for the Department of Health and Hospitals and then transferring to GOHSEP as a planner.. Amy has been instrumental in the development of several planning initiatives including: the State Unified Shelter  ...   Wings in Lake Charles picking up lunch.. Officer Powell heard that there had been a shooting at the Ross Store that was adjacent to the restaurant.. Officer Powell being off duty but armed, immediately went to the scene to see what could be done.. In the process of talking to the employees of the store, Officer Fontenot identified himself as an off duty officer as well.. Employees told them that shots had been fired and more than one person was wounded, but the whereabouts of the shooter were unknown.. Officer Powell used his radio, which had been programmed with the appropriate local interoperability channels, to contact Lake Charles PD and advise them of the situation and that he and Officer Fontenot were going to make entry into the store.. Officers Powell and Fontenot decided that since the threat of an “active shooter” still existed, they had to take immediate action.. Regular patrol officers had not arrived at this time and were several minutes away.. Without regard to their personal safety , Officers Powell and Fontenot made entry into the store and cleared the area to make sure the shooter was no longer a threat.. Powell and Fontenot found that while the shooter had left, they found a gun on the floor and 2 critically injured employees, both of who had been shot Officer Powell, also being a volunteer firefighter and certified paramedic retrieved his personal medical gear and administered fist aid to the victims, one of whom had been shot several times.. Officer Powell was able to stop the bleeding from several bullet holes in the victim’s back until EMS paramedics arrived.. The shooter was apprehended a short distance away.. Both victims survived this event.. Had it not been for the bravery, training and preparedness of Officers Powell and Fontenot, this event could have had a quite different ending.. VANCE MATRANGA, JAKE PATIN JAMES WOODY.. On May 4, 2011 Louisiana State Police Trooper Kevin Biddy stopped a suspected drunk driver in Port Allen, LA.. He then determined that he had sufficient evidence to arrest the driver of the vehicle and told the driver that he was placing him under arrest.. After Trooper Biddy began to arrest the suspect, the suspect ran to his vehicle to retrieve a pistol.. Trooper Biddy and the suspect wrestled several minutes over the gun.. During the struggle Trooper Biddy was able to call on his radio to alert his fellow Troopers.. Trooper Jake Patin who was working that night, relayed the information about the situation to the West Baton Rouge Parish Communications Center.. Deputies James Woody and Vance Matranga were on patrol and were a few blocks away from the traffic stop.. They overheard the call for help on their radios and responded to assist Trooper Biddy.. As the deputies arrived on the scene of the traffic stop they observed the suspect standing over Trooper Biddy with a gun pointed at him.. The Deputies immediately shot at the suspect disabling him.. The shooting happened so fast that Deputy Woody shot through his windshield while Deputy Matranga exited the police cruiser to shoot at the suspect.. If it had not been for the fact that the Deputy’s reacted the way that they did based on their instincts and training Trooper Biddy would not still be with us today.. This could have also not been possible if Trooper Patin and had not relayed the vital information to the West Baton Rouge Parish Communications Center.. Founder’s Award.. JOHN BOUDREAUX.. John is one of the longest standing members of the Board of Directors and is a Past President of LEPA.. John has served as a Conference Chair and Golf Tournament Chair for several LEPA Workshops.. John was instrumental in a management reorganization of LEPA which resulted in LEPA becoming a financially stable organization..

We invite interested LEPA members and Emergency Management Officials to submit proposals for presentation at the 2013 LEPA/GOHSEP Annual Workshop and the 2013 Gulf States Hurricane Conference in New Orleans, LA.. The conference will be held June 10-14, 2013 at the Hilton New Orleans Riverside.. Presentations should be prepared for 45 minutes, including time for questions and answers.. Please submit your proposals no later than Thursday January 31, 2013.. Proposals will be evaluated on the relevance to the theme of the conference, clarity, potential value to conference attendees, and speaker’s expertise and knowledge.. You will be notified by Friday March 15, 2013 if your presentation has been accepted.. Unless special arrangements are made at the time of speaker agreements, LEPA/GOHSEP does not reimburse speaker expenses..
