The meeting of the LNLA Board of Directors was held on Wednesday, October 10, 2012, at Hammond Research Station in Hammond, La.. Total attendance was 19 people.. Board Members attending were: Brian Bridges, Annie Coco, Todd Ellefson, Dan Gill, Margie Ann Jenkins, John R.. Kavanaugh, Robert ‘Buddy’ Lee, Gerritt Monk, Mark Murrell, Pat Newman, Pete Newton, Allen Owings, Buddy Perino, Renee C.. Quorum is 7 voting board members; 10 present; quorum established.. Guests/others: Regina Bracy, Bobby Fletcher, Tad Hardy, Ansel Rankins, John Russin.. Absent was: Tom Fennell.. President Todd Ellefson called the meeting to order at shortly after 10 am.. All stood and participated in the Pledge of Allegiance.. Todd welcomed everyone.. The minutes of the last board meeting on July 25, 2012, were distributed by Annie Coco and reviewed by those present.. They had also been emailed prior to this meeting.. Mark Murrell motioned to accept minutes of the July 25 meeting; second by Buddy Perino; motion carried.. Financial Report.. Pat Newman provided copies of the financial report.. See below for figures.. She stated that the next time LNLA makes a large donation, it should go through the Foundation.. In the past, LNLA paid hotel for extra nights of those who help.. Allen Owings reported the educational part has all been done.. To reduce costs, there is reduced publicity far in advance.. Membership/Directory Report.. Annie Coco brought extra copies of the directories which had been mailed out and should have been received by all by now.. There have been 3 new members since the last Board meeting.. She proposed making an LNLA brochure and new membership application separate, so that when someone joins, they still have printed info with contact info on it to keep.. She distributed sample brochures and suggestions were made for changes.. She will be meeting with Laura to revise the membership renewal and application forms.. Tad Hardy reported that he and Ansel enjoyed attending the SELNA Trade Show.. Tad also enjoyed attending the National Plant Board meeting in July.. Ansel has been chosen to serve on the Member Board Executive Committee of CLARB (Council of Landscape Architects Registration Boards).. They sent some inspectors to a regional plant pathology training; they then came back and trained the rest of the inspectors in the state.. Downy mildew is in many states.. Boxwood fungal disease is not in Louisiana yet.. Two species of boxwood are the main trouble; japonica is susceptible.. As weather warms, the disease goes away, so the South has not been affected as much.. They have hired some new people recently and, after three years of slim staffing, are fully staffed again.. There was a request to get grower certification on the spot if the inspections come up clean, to expedite business.. There is a compliance committee looking at those issues.. John Russin, Vice-Chancellor, reported there is a 58 minute you tube video to celebrate the 125.. th.. anniversary of research stations in Louisiana.. The Hammond Research Station is at the forefront for serving the nursery landscape industry.. He expressed his thanks to LNLA and LDAF for promoting and telling the story of agriculture.. The Chancellor Vice-Chancellors are aware of the value of HRS to the industry.. LNLA and industry professionals are the best suited to tell the story to others.. He also thanked LNLA for its continued financial support.. Statewide, changes at LSU’s highest levels are to consolidate and streamline.. The AgCenter’s Chancellor is working to keep the AgCenter separate and not another part of the Baton Rouge campus.. He urged those present to encourage keeping these separate, as you speak to people.. The long term plans for Hammond Research Station include enlarging the meeting room; they are waiting on FEMA for funding.. They are expanding new beds new greenhouse, thanks in part to LNLA.. They want 4 new staff for HRS – 1 new scientist to develop promote new plants/cultivars, 1 for landscape pest control, and 2 civil service positions.. He may come back to LNLA for help funding positions, but they are waiting to see what happens to the budget in fiscal mid-year.. Annie Coco read a short email sent by Andy Blumberg, who could not attend.. Andy reported they have not had many calls in the last month or so, but they expect that, as this has been a busy time for the industry.. They will be starting another email blast campaign, and they may be trying some other advertisements also.. Meadowbrook Update.. Annie Coco reported she received $1,000 from them yesterday.. Their contribution is based on how much business they get from LNLA members.. LNLA members may get a 3-5% discount on their insurance.. Pete Newton reported their Board will meet right after this meeting.. Pat Newman already gave the financial results of the Gala.. Texas SELNA Trade Shows Update.. Annie Coco reported she walked the Texas show and spoke to and/or gave LNLA member applications to every Louisiana exhibitor she found who was not already a member.. A follow up call to those might encourage them to join.. She also requested to print member plackards on ivory card stock, unlaminated, so she will not have to retrieve them just before the close of each trade show.. Exhibitors can bring them back themselves, or she will supply them with new ones at each trade show.. The cost may be about $20 for one to two years.. No objections.. She set up the LNLA display at the SELNA trade show; several newsletter samples were picked up.. Dan Gill reported the 2013 training dates are January 24-25 at Burden and July 25-56 at ULL.. He and Annie need to get with Dept.. of Education to determine what is desired/needed for vo-ag teachers certification.. They had 3 trainings in 2012; one was special for vo-ag teachers, held in Alexandria.. The certified teachers then teach and do some possible certification of their qualified students.. By-Laws Committee.. John Kavanaugh reviewed Article VII, which states a 2.. nd.. Vice-President is to be elected as an officer of LNLA.. There was some discussion of whether to amend the by-laws (which would require voting by membership) or elect officers as the By-Laws are.. The final decision was to keep as is.. Executive Secretary Search Committee.. Mark Murrell stated he will check with the committee to set a date for Annie’s annual review.. Funding Committee.. Buddy Lee started the discussion on how much more LNLA can afford to give this year.. Funding must be considered carefully before giving much more.. HRI (Horticulture Research Institute) was previously proposed at 5 cents per mile that Dan Batson will travel raising funds for this effort.. Discussion included HRI has become a business, but they do good research.. Buddy Lee motioned to donate $1650 to HRI; second by Buddy Perino; motion passed.. The request for the Lighthouse fund was discussed next.. They asked for $10 per paid member.. LNLA members have submitted a total of $927 for Lighthouse and Beacon.. There was some discussion about matching members’ donations to total $2,000 per year, but the discussion was tabled for now.. Membership Committee.. Gerritt Monk reported there will be a membership effort made to the Baton Rouge Landscape Association at their December 5 Christmas dinner meeting.. Pete Newton plans to be there, and Annie will attend.. Elena Fennell will be informed that 4 of us plan to attend.. Nominating Committee.. Pete Newton presented a list of nominations for officers, Board members, and awards.. More suggestions were made at the meeting.. Final recommendations will be presented at the December Board meeting.. Arborist Meetings.. Annie Coco summarized an email from Hallie Dozier (LSU AgCenter forester).. Hallie is in the process of developing the calendar for 2013.. They will host 9 CEU classes; she will send notices when all is finalized.. Gingko Donation to Longue Vue.. Pat Newman informed the Board that Longue Vue Gardens in New Orleans honored Neil Odenwald last week for his work there.. A gingko, Dr.. Odenwald’s favorite tree, was purchased and donated by LNLA and was planted before the event.. All of the LNLA Board members who attended were thanked for the donation.. Annie Coco secured Paul Wilson as LNLA webmaster, as of August 1.. He reported working 42 hours from Aug.. 7 to Sept.. 9 and 17 hours from Sept.. 15 through Oct.. He is currently being paid $150 per month, plus he will receive reimbursement of internet expense.. It was suggested that Paul be invited to a Board meeting soon (December, if possible) to show changes and features of the website.. Storage Unit Rental.. The 2012 Farm Bill has passed the Senate House Ag Committee.. The House bill is more favorable to Louisiana agriculture due to provisions for rice not found in the Senate bill.. We do not know when the House will consider the bill and after House consideration, the bill will have to go to Conference before the next Farm Bill can be voted in.. Nurserymen will have better options for crop insurance in the next Farm Bill, it appears.. Immigration reform is doubtful before the election, but some say it may be considered during a lame duck session after the Presidential election.. Employers in H-2A have been audited extensively over the last 18 months.. Rep.. Jeff Landry is pursuing FAARM Account legislation to let farmers shelter their profits in good years.. Good news, we discovered at our LFBF Annual Meeting that nursery producers selling fruit trees can accept SNAP or Food Stamps to sell fruit trees to SNAP participants.. The Senate is expected to move forward on Wednesday with cloture votes on tax bills that showcase the campaign positions of the Republican and Democratic parties, although neither of the bills is expected to reach the 60 vote threshold needed to pass cloture and proceed to debate on the measures.. Senate Majority Leader Harry Reid’s (D-Nev.. ) Middle Class Tax Cut Act (S.. 3412) would extend the 2001-2003 tax cuts for taxpayers making under $250,000.. The bill, which Farm Bureau opposes, does not address the estate tax.. Unless Congress acts, in 2013, the estate tax exemption will revert from the current $5 million per person to $1 million per person and the top rate will increase from the current 35% to 55%.. Also, the spousal transfer provision that allows a surviving spouse to claim the unused exemption of the deceased spouse will be lost.. Reid’s bill extends through 2013 the 15% tax rate for dividend and capital gains income.. The rate will increase to 30% for other taxpayers.. The Republican alternative, introduced by Sen.. Orrin Hatch (R-Utah), is the Tax Hike Prevention Act of 2012 (S.. 3413).. The bill extends the 2001-2003 tax cuts for all taxpayers for one year and contains instructions for passing fundamental tax reform.. It also extends enhanced Section 179 small business expensing limits.. Pete Newton reported the Gala III was held at the LSU Stadium Club on Friday, June 22, 2012, and went well.. Financial estimates were already given by Pat Newman in her treasurer report.. There was some discussion about how to get companies to regularly donate and how to let them know what we do; one suggestion was to establish and keep a consistent time of year and location for the event.. There was some disappointment in the lack of big money sponsors.. Pete asked all to give any suggestions to the Foundation Board.. John Kavanaugh reported there is no term limit indicated anywhere in the Articles.. The current slate of officers does not have a 1.. st.. and 2.. Vice-President, only one Vice-President is serving at this time.. In Article VII Directors, the President, 1.. Vice-President, and 2.. Vice-President are to be elected at the Annual Meeting.. An immediate Past President is also mentioned and there are to be at least 8 Directors on the Board.. Copies of the Articles and By-Laws that were distributed at the meeting had some wording highlighted in yellow and some typed in red.. There was some confusion about which was the final version approved in 2007 or later.. Annie Coco will look for the most recently revised By-Laws and email to the By-Laws committee members to be reviewed and brought back up at the next Board meeting.. Mark Murrell reported that Annie Coco was selected to be the Executive Secretary and is here today.. This committee will now be the Executive Secretary Review Committee.. There was some discussion on the responsibilities of executive secretary relative to the administrative assistant position.. In the end, it was agreed that the executive secretary supervises the administrative assistant (and webmaster), is responsible for their jobs to get done, and will hire/fire employees with the approval of the Board.. Annie was asked to give a report on the job performances at the October Board meeting.. Buddy Perino reported on a couple of requests for funding.. He also showed a plaque received from FFA in appreciation of LNLA’s sponsorship.. Also, a letter of thanks was received from the 4-H Foundation.. Buddy Lee was not present, but sent an email expressing his support for this funding.. There had been some concern that public funding was going to patented plants; however, that might not still be the case.. Since neither Buddy Lee nor Allen Owings were present (Allen had to leave early), Pat Newman motioned to table this item until the October meeting to get more input from Buddy and Allen; 2.. by Pete Newton; motion passed.. There was a request from Dwight Hughes for the Lighthouse fund.. It was pointed out that LNLA has donated about $770 for this and $200 to Beacon fund in past.. We need to look at Beacon more closely.. Indicated need to talk more to Dwight Hughes to find out what are they doing and what is the fee, then bring back to the Board in October.. It was pointed out that we are one of few state associations that does not make this part of the dues.. Gerritt Monk reported there will be a membership effort made to the Baton Rouge Landscape Association.. They have a meeting tonight, but he will find out when the next meeting will be (from Allen O.. or Annie C.. ) and try to go then.. Later in the meeting, with the discussion of attracting arborists, he also agreed their committee members might be able to attend some of the arborist training meetings to solicit memberships.. Pete Newton reported his committee will bring a slate of officers and directors to the October meeting; they are welcome to suggestions for awards and Board members.. There was discussion about how to get fresh blood, but retain good people.. It may be awkward for the committee to ask those with expiring terms if they still want to serve, then possibly nominate others.. Annie read the names of those whose terms will expire in Jan 2013.. Arborist Representation.. Amelia Kent (now with Bayou Tree Service) and Hallie Dozier (LSU AgCenter forester) attended to present their concerns to the Board.. For the past 10 years or so, there has been no active lobbying voice group for Louisiana arborists.. Arborists often tell Hallie Dozier about their problems with DEQ and other entities, primarily at the 8 to 9 trainings she conducts per year.. They requested LNLA to become the voice for arborists, not necessary for a designated seat on the Board of Directors.. LNLA already has arborist as one of the categories of membership, but not many of them have joined at this time.. Suggestions to encourage arborists to join included sending a joint letter to arborists, and making 5 minute presentations at arborist training meetings next year.. Hallie is working on their schedule and will send it, so that Board members can attend those near them.. Annie Coco then asked if she or someone else would be willing to submit articles of interest to arborists, to be included in the LNLA quarterly newsletter; Hallie agreed she or others in her department can send articles in the future.. LSU AgCenter Coalition.. Pat Newman reported there has been nothing new on this; no request from the LSU AgCenter Chancellor recently.. The legislature is out of session now, so no action needed until asked by the Chancellor.. Impact Management Group Coalition for Landscape Contractors.. Annie Coco reported she was contacted by a lady from a group requesting LNLA join a coalition being put together to keep landscape contractors from being classified as employees of those who hire them.. In some states, this has been done to facilitate tax collections; it has not yet been proposed in Louisiana.. Annie forwarded the emailed information to Board members to review shortly before this meeting.. Since this has not been brought up in the legislature and no more contact has been made to Annie, no action needed now.. Webmaster Search.. Annie Coco reminded the Board that the previous webmaster resigned in May.. She has had contact with a few persons interested and recommended to be the new webmaster for LNLA.. Since the discussion about responsibilities of the executive secretary give her the opportunity to select someone, Annie requested and received approval from the Board to offer the position to Paul Wilson.. He recently retired from the LSU Horticulture and Food Science departments and created and maintains the Food Science website.. Storage Unit Proposal.. Annie Coco requested a one-time rental fee of $1,000 for LNLA’s use of a storage building/office that she will purchase for herself.. Discussion included wanting a stipulation that if she ends her term as executive secretary in a short time, she would need to reimburse LNLA.. She agreed.. She will check with Susan Webb to determine whether a rental fee or donation would be more beneficial to her and LNLA for tax purposes.. This will be brought up with an update from her at the October meeting.. Longue Vue Request.. Pat Newman informed the Board that Longue Vue Gardens in New Orleans will be honoring Neil Odenwald for his work there at an event in early October.. Rene Fransen has requested that LNLA donate or purchase an 8’ gingko tree to be planted there and dedicated to Dr.. Odenwald.. Buddy Perino might be able to provide one at cost; Live Oak might have one big enough.. The consensus was to support this donation.. The Ornamental Horticulture Update is a weekly publication compiled by Allen Owings and edited by Rick Bogren of the LSU Ag Center.. Check back regularly for the Plant of the Week and the latest issue!.. By admin on.. Monday, December 03, 2012.. Ornamental Plant of the Week for December 3, 2012.. ‘Homestead Purple’ Verbena.. (from Allen Owings).. Of all the perennial verbenas on the market today, the outstanding variety continues to be Homestead Purple.. This.. Verbena canadensis.. is truly perennial.. Many times perennial verbenas are planted in the spring.. We need to consider fall and winter planting of perennial verbenas for best performance the next year.. Peak blooming time for this variety in south Louisiana is late February through May.. By planting in the spring, you miss the prime blooming months.. This variety is very cold hardy.. All verbenas lag in the summertime, but blooms return in fall.. All verbenas need adequate spacing and occasional shearing to bring back nice, new foliage growth.. Other nice verbenas to consider would be the Princess and Aztec series.. Heirloom varieties around also provide adequate landscape performance.. Monday, November 26, 2012.. Ornamental Plant of the Week for November 26, 2012.. Nuttall Oak.. Nuttall oaks are native to Louisiana and are one of the best of the oak species in regard to adaptability to a wide range of soil conditions.. Nuttall oaks prefer loamy, well-drained soil but do well in more poorly drained clay-type soils.. Soil pH is not a major factor.. In native stands you will see nuttall oaks in association with swamp red maples, water oaks and black willow.. A moderate to fast growth rate is characteristic of nuttall oak.. An average mature height of 50 feet or so is common in the landscape, although individual trees can easily reach 80-100 feet tall.. Average spread is anywhere from 25-40 feet.. Nuttall oaks have better branch development than other oak trees at a younger age.. The canopy is oval to rounded as the tree begins to mature with the upper branches  ...   in leaf burn on many varieties during summer.. A little more sun than shade will, however, result in enhanced leaf color.. Protection from windy conditions also needs to be considered.. Soil should be well drained but maintain some moisture.. A slightly acid soil is recommended.. Japanese maples are very shallow rooted.. Winter is a great time to add new Japanese maples and other trees to your landscape.. Variations in leaf color and shape are a unique horticultural characteristic of Japanese maples.. There are green-foliaged and red-foliaged varieties.. Most of the green-foliage varieties have reddish or yellow fall foliage color.. Red-foliage varieties are most susceptible to sun scald on foliage during summer and early fall.. Some of the finer-textured-foliage species are referred to as threadleaf forms.. There are many varieties of Japanese maples.. Bloodgood, Fireglow, Crimson Queen and Burgundy Lace are some popular ones at garden centers in Louisiana.. The LSU.. AgCenter has a recently planted collection of 35 Japanese maple varieties in the gardens at the Hammond Research Station.. Ornamental Plant of the Week for November 19, 2012.. Chinese Pistachio.. The Chinese pistachio (.. Pistachio chinensis.. ) is a medium-sized ornamental shade tree known for spectacular orange, red and crimson fall foliage colors.. The tree will reach 30-35 feet tall and 25 feet wide at maturity.. Young plants take a while to develop a nice branch structure.. Few if any disease and insect problems are an issue with Chinese pistachio.. In Louisiana, some nice specimens can be found on the parade grounds at LSU in Baton Rouge and in DeRidder..
